An unusually active southwest monsoon, intensified by 10 tropical systems including typhoons Dolphin and Saudel, brought weeks of flooding and landslides across the Philippines from Aug. 3 through mid-September. Metro Manila, Mindoro, and much of Luzon and the Visayas were hit hardest; two bridges collapsed in Tarlac province, and Manila's La Mesa Dam reached spilling level, flooding parts of Quezon City.
As of the second week of September, at least 44 people had been killed, 18 injured and five were missing, with roughly 157,000 people displaced into evacuation centers and about 9.6 million people affected overall. Agricultural and infrastructure losses were estimated at more than $134 million.
