Car Insurance in Germany

I had a rental car set up unitl recently, based upon my original requirements--4 adults adn 4 large suitcases. In reviewing the reservation, and checking the car classification on line, it seems the sales person was bending the truth a little; Now we are searching for another rental company and one has the right size car but they do not have Liabiltiy insurance available; I have the Amer. Express Primary Coverage Policy, but it does not include liabiltiy coverage. any suggestions some one might have?

We have used AutoEurope for car rentals in France, Germany, Scotland, Portugal and Ireland. They have an office in US and I just spoke with a rep about my Ireland rental. They contract with Hertz, Enterprise and other rental companies in Europe. They will meet or beat another competitor's price.
We have always declined CDW except in Ireland as our Platinum Visa has coverage for rental cars outside US. Several years in Scotland, we had a minor accident and filed with Visa upon our return to US. They handled it and we never heard from them.
